It does remind me of decora, but a much coordinated decora... its like a decora with a theme.

I heard about this look before lolita to tell you the truth. But when I discovered it, they called it the Spank! look. Or the girl wearing the look Spank! girls because a store in Japan is called Spank! and they sell these clothes which are second-hand american 80's clothes. And they just make their own look out of it
