i think the first one looks like a better quality and i think it's a bit cuter to be honest :)

The first one is better:

1) Looks like the cloth might be better quality

2) The outfit is more accurate to Belarus´ outfit in the cut of the skirt and the addition of the two front bows (at least from the pictures of cosplayers I´ve seen on google; I don´t follow the series).
