I'm wanting to start a new culture, a sort of anti culture. Anyone have any ideas how I can begin.

What exactly do you mean? Culture is something that evolves over time, usually around an ethnic group or national traditions.
If you want to do an "anti-culture" thing in your area just start chucking all the social norms found in your country. You'll probably be ridiculed or tossed in jail but if you're serious that's how it all tends to start...
