I am having trouble on doing a cosplay and I always wanted to cosplay a character from the anime shows that I watch but for some reason I wanted to cosplay that character that isn't there in the show. Is that possible to cosplay something that it isn't there for example a ninja neko

it's possible. it's called "original cosplay" when you make up your own character :)
