So many changes... hahaXD I feel so out-of-place, hmf!

I only have almost 3 weeks to prepare for the con!
I already planned it but suddenly my prof announced that our departmental exam was on the same date as the con.
Now they said that it's going to be two days later! (crap!)
Can you suggest me what should I cosplay?
I mean, something easy to make, and CHEAP (*I don't have lots of money because of fangirling)
CONSIDERATIONS:
1) I have a brown with some blonde highlights on my hair. I don't want to wear a wig.
2) I want to use my new pair of boots. The color was (*thinking) It's dark green (like this but darker) with some straps of brown leather. (arrgh! my cam is broken!)
3) I want to be an anime character or a gothloli

FIRST OF ALL: I love your p.pic! Nee, who's that? When I first saw it, I thought, "Woah! Is that Ruki?" but I realize he isn't. He looks so familiar!!!
About the cosplay stuff, yeah, my mind is spinning right now. I could only think of Shirley (Code Geass). I want more possible options. It's just that... It's too simple. hahaXD
I'll just have to force the boots~ hahaXD

. Yeah, they look similar. Haha^^ Especially on the Wailing Wall PV, it's the first time I saw Byou and I actually thought he's Ruki. I felt so stupid that time
