It's a figure of speech that implies that something is humorously intended or in a ironic manner and should not be taken seriously

I've also heard them called "hand mixers", "electric beaters", or just "beaters". I think mostly people my mom's age use those terms now, though. "Electic mixer" is the term to go with, though.
